An IDP is the principal strategic planning instrument that guides and informs all planning, budgeting, management and decision-making within a municipality. In terms of the Municipal Systems Act, No. 32 of 2000 Act, all municipalities are required to prepare Integrated Development Plans (IDPs). IDPs are the product of an integrated development planning process. In essence, IDPs are aimed at ensuring that all municipalities fulfil their developmental responsibilities awarded in terms of the Constitution and are accordingly a critical legal requirement in terms of the Act.
